Kay Godbey
is a native of Fort Worth, Texas. Her career has been in public
service, mainly with the cities of Euless and Burleson, both
located in the Dallas-Fort Worth (DFW) Metroplex. After serving
the City of Euless for over 18 years, ultimately to the position
of Assistant City Manager, she left Euless in 1993 to become the
City Manager of Burleson until her retirement in 2001. In 2006,
she returned to the public service arena as a consultant, and now
works part-time with the City of Euless as Special Projects
Manager.
Ms. Godbey was the
1998 Athena Award recipient, nominated for her work for the
betterment of the community, as well as for her heavy emphasis on
the education and mentoring of other women. Her tenure as City
Manager of Burleson brought the city organization into
participation with other community organizations and events.
Additionally the City of Burleson’s regional presence and
participation increased. She served on the Johnson County
Economic Development Commission, the Burleson Area Chamber of
Commerce, and several other committees. The City’s marketing and
economic development efforts, residential and commercial building
development, beautification, and transportation projects helped
establish Burleson as a growing and dynamic community in the
Dallas-Fort Worth Metroplex.
She is the
recipient of the 2000 Joy Sansom Mentor Award by the Urban
Management Assistants of North Texas (UMANT) and has been granted
a lifetime membership to that organization. She is a past
president of the North Texas City Management Association (NTCMA)
and holds a lifetime membership in that organization.
Additionally, she is a member of the Texas City Management
Association (TCMA), the International City/County Management
Association (ICMA), and the American Society for Public
Administration (ASPA). She received the 1996 Linda Keithley Award
for Women in Public Management from the North Central Texas
Council of Governments (NCTCOG), and the Distinguished Service
Award in 1977 and 1979 from the Euless Police & Fire Association.
She has a Master’s Degree in Public
Administration and a Bachelor’s Degree in Criminal Justice. Her
professional certifications included Texas
and International Municipal Clerk, and Instructor and Advanced
Texas Peace Officer. She is currently pursuing a Ph.D. in Public
Administration, with an anticipated completion date in 2011, after
which she plans to conduct research and teach at the university
level. She has been designated by the University of Texas at
Arlington as a “University Scholar,” which is awarded to the top
one percent of the student body, and was inducted as an Honorary
Member of Phi Alpha Alpha, the Honor Society for Public
Administration.
